DOE Resilient and Efficient Codes Implementation in Vermont

Funded by a U.S. Department of Energy Resilient and Efficient Codes Implementation (RECI) award, this project supports Vermont in developing a comprehensive Energy Code Administration plan to increase residential building energy code compliance rates. The initiative focuses on recruiting, training, and supporting an energy professionals workforce — with intentional outreach to underrepresented communities — while also developing code support materials and delivering trainings to builders, designers, trade associations, and other stakeholders. A circuit rider program has been established to ensure widespread technical assistance and information sharing, alongside dedicated outreach, resources, and training for municipal audiences. The project also coordinates with an advisory committee comprising technical experts and representatives from environmental and economic justice communities to guide decision-making. Together, these efforts position Vermont to build a sustainable, equitable foundation for long-term residential energy code administration during a critical period of housing growth and affordability focus.
