Assist NRDC in reviewing utilities’ energy efficiency program plans, including goals, budgets, shareholder incentive mechanisms, and other related features. Draft and defend regulatory testimony as required. Also, support NRDC in both ongoing stakeholder-utility collaborative processes addressing a range of energy efficiency policy and program issues and bilateral NRDC-utility collaboration on non-wires alternative pilot projects. Provided analysis and expert testimony regarding the need for an EDU (electric distribution utility) to procure 900 MWs of in-state solar and wind energy. Also supported analysis of legislative proposals and provided legislative testimony.
