Biography

CB Hall is a Senior Consultant who specializes in integrated resource planning and wholesale electricity markets. Before joining Energy Futures Group, CB spent 11 years working across a variety of disciplines related to power supply in California. His responsibilities at three different load-serving entities included leading the development of integrated resource plans; modeling and evaluating offers for renewable energy and energy storage; procuring and managing a hydroelectric portfolio (negotiations, contract management, importing, scheduling, settlements, etc.); working with the California Independent System Operator on wholesale market rules; and managing a team of civil, mechanical and electrical engineers responsible for evaluating the physical condition of hydroelectric assets. Before joining the power industry, CB spent three years as a financial analyst in New York and nine months as a financial consultant to a cashew farm in rural South Arica.

    • MCE. Modeled and evaluated dozens of renewable energy and energy storage offers, using E3’s energy storage dispatch model (RESTORE) in conjunction with my own excel evaluation tool. (2021)

 

    • MCE. Led the agency-wide effort to develop MCE’s 2021 Integrated Resource Plan. (2020)

    • MCE. Established MCE as a NAESB-registered purchasing-selling entity, allowing MCE to procure hydroelectric power from the Pacific Northwest and import/schedule/tag such power into the California Independent System Operator’s balancing authority area. (2019)

 

    • SCP. Developed a power supply compliance guidebook, detailing the numerous federal and state regulations applicable to California load-serving entities. (2018)

 

    • PG&E. Worked with the California Independent System Operator on wholesale market design initiatives, including regional expansion, frequency response, congestion revenue rights, bid cost recovery and generator commitment cost calculations. (2015-2017)

 

    • PG&E. Managed a team of civil, mechanical and electrical engineers responsible for inspecting and testing hydro assets, including dams, canals, penstocks, turbines, shut-off valves, bearings, exciters, generators, breakers and transformers. (2012-2015)
